Abstract

This study analyzes the implementation of decentralized environmental governance based on local wisdom in waste management in Guwang Village, Gianyar Regency, focusing on Gianyar Regent Regulation Number 76 of 2023 and the Teba Modern Program. The study employs a qualitative descriptive case study design. Data were collected through observation, policy and administrative documents, and interviews with nine informants representing village government, customary institutions, banjar, environmental activists, community members, and tourism businesses. Analysis was conducted using the six variables of Van Meter and Van Horn. Policy objectives were understood by implementors, but household understanding and participation remained uneven. Limited personnel, budget, facilities, monitoring data, land availability, and cross-sector coordination hindered implementation. Village government and customary institution coordination was relatively strong, but not yet supported by SOPs, written responsibility allocation, and finalized customary regulations. The study covers only one village and relies on thematic interview summaries. The study provides recommendations for strengthening capacity, coordination, facilities, communication, and monitoring. The study formulates a model linking formal authority, local government capacity, customary legitimacy, household participation, and adaptive learning.
