Abstract

This study examines how women’s institutional representation influences the effectiveness of domestic violence responses in Indonesia and identifies systemic leverage points for policy intervention. A qualitative system dynamics approach is used to synthesize literature on women’s representation, domestic violence, law enforcement, public trust, legal aid, and policy advocacy. Key relationships are organized in a Causal Loop Diagram (CLD) and interpreted through reinforcing and balancing feedback structures. The model identifies five feedback loops consisting of three reinforcing and two balancing loops. Substantive representation across legislative, enforcement, and judicial institutions can strengthen gender responsive policy, institutional trust, reporting, legal access, and public demand, while patriarchal structures and weak institutional capacity can constrain these effects. Limitations: The CLD is conceptual and is not calibrated through stock and flow simulation or empirical parameter estimation. The study provides a systems based framework linking representation with institutional responses to domestic violence. It positions substantive women’s institutional representation as a structural leverage point rather than treating representation as a descriptive quota alone.
