Abstract

This study analyses the implementation of a community-group programme for maladministration prevention conducted by an Ombudsman representative office, where university students act as participatory watchdogs, and examines whether formal legal validity translates into substantive effectiveness. A qualitative interpretive study was conducted at the Ombudsman Representative Office of Bengkulu Province, Indonesia, from May to October 2025. Data were collected through semi-structured interviews with seven officials and student participants, participatory observation, and document review. Analysis integrated the five-stage policy cycle with state administrative law. The programme has a strong statutory foundation and satisfies administrative-law principles across the policy cycle. However, only one of two planned educational visits was implemented because of coordination constraints, revealing a gap between formal legality and substantive effectiveness linked to insufficient due diligence during formulation. The study covers one representative office and one programme cycle. It offers an integrated policy-cycle and administrative-law diagnostic for participatory oversight programmes. It applies this combined framework to a structured participatory oversight programme.
