Abstract
This study examines how a provincial office bridges the gap between a centrally designed national family information system and local implementation conditions, and identifies the gap dimension requiring the greatest implementation effort. A qualitative descriptive case study was conducted at the Provincial Office of BKKBN in Bengkulu, Indonesia, covering 2023–2025. Data comprised in-depth interviews with four key informants, limited observation, and official planning and performance documents. In total, 202 interview units were coded through content analysis using the seven ITPOSMO dimensions and design-reality-bridging tags. Information and management systems/structures account for 57.4% of coded evidence, indicating that the main challenge lies in data validation, coordination, operator turnover, server instability, and constrained operational resources rather than in the application itself. The single-province, single-unit case with four informants limits broader generalisation. The study provides an evidence-weighted diagnosis of where implementation effort should be prioritised in national digital-government systems. It applies the design-reality gap framework to a vertical central-government unit operating a national family data system, a setting rarely examined in prior research.
