Abstract
This study identifies the factors shaping the handling of sexual violence cases in religious higher education institutions and analyzes their effects on handling effectiveness and the construction of victim status. The study employs an exploratory qualitative approach using participant observation, with the researcher directly involved in assisting one case. Data were drawn from case-assistance experience, documentation, process notes, interviews, and researcher reflections, and were analyzed through thematic analysis. Formal regulations served as the primary reference for case handling, while moral and religious values also shaped how institutional actors interpreted the positions of victims and perpetrators and considered forms of resolution. The interaction between these frameworks affected decision-making speed, consistency of protection, and implementation of recommendations. The study examines one case and is not intended for generalization. It contributes to policy implementation and governance studies on sexual violence handling in religious higher education. It conceptualizes case handling as a site of negotiation among formal regulation, ethical codes, and religious values in shaping victim construction and institutional alignment.
