Abstract

This study analyzes the position and level of women's empowerment within the organizational structure of the Sidakarya Waste Bank using the Sara Longwe Gender Framework, with attention to welfare, access, conscientisation, participation, and control. A descriptive qualitative case-study approach was used at the Sidakarya Village Waste Bank in Bali. Data were collected through semi-structured interviews, observation, literature review, and document review involving management personnel, workers, and customers. Women's empowerment has reached the participation level, but it has not fully reached the control level because strategic authority remains attached to structural positions currently held by men. The study was conducted at a single research site, so the findings cannot yet be generalized to other organizational and sociocultural contexts. The study contributes to the development of gender-responsive community-based waste management by clarifying how women gain benefits, access, voice, and decision-making space within a local waste-bank organization. The study applies Sara Longwe's five empowerment levels to examine the distribution of women's access, participation, and control in the organizational structure of a community-based waste bank.
